Running Vivado Webpack Windows just extracts and shows installer splash screen.

The Xilinx_Unified_2019.2_1106_2127_Win64.exe file runs and extracts. After the installation flash screen is shown and then it disappears. Nothing happens. 
I tried following https://www.xilinx.com/support/answers/60118.html 
I have set User Account Control(UAC) to never ask, disabled firewall.
The server in services is running as per https://forums.xilinx.com/t5/Installation-and-Licensing/Vivado-Webpack-2017-3-setup-fails-silently/td-p/809115
But I could not find xinstall file. Neither in %USERPROFILE%\AppData\Local\Temp or in C:\Users\<username>\.Xilinx\xinstall.
I manually extracted and ran the xsetup.exe but the result was the same (splash screen).

I did not understand resetting the path variable as told in https://www.xilinx.com/support/answers/60118.html

I gave up on windows and installed it on linux. The webpack worked as intended.

Hello @Shashwat007 ,

Can you confirm please, do you have MS Visual C++ 2015 both 64-bit and also 32-bit installed on this machine?

You'd need both x64 and also x86 (32-bit) version of MS VIsual C++ 2015 Redistributable as shown in my example screenshot below. In your case, do you only have x64, and x86 is perhaps missing?

Can you confirm on this please? 

If needed, the Visual C++ redistributable 2015 (both 32 and 64 bit) can be downloaded from this link:
