Hi Guys,
I did open a web case on this but Xilinx rejected it as they said my company name was invalid and now won't let me create a new web case. Quality support!
Maybe someone here can help me:
I have a Spartan 3E starter kit here and have downloaded the Webpack ISE 14.7.
XPS complains on startup about not having a license and hen trying to generate bitstreams fails:
ERROR:EDK - INFO:Security:71 - If a license for part 'xc3s500e' is available, it
will be possible to use 'XPS_TDP' instead of 'XPS'.
INFO:Security:61 - The XILINXD_LICENSE_FILE environment variable is not set.
INFO:Security:63 - The LM_LICENSE_FILE environment variable is not set.
INFO:Security:68 - For more information or for assistance in obtaining
a license, please run the Xilinx License Configuration Manager
(xlcm or "Manage Xilinx Licenses".)
INFO:Security:68a - user is andrewcapon, on host ANDREWCAPONEC68.
WARNING:Security:9b - No 'XPS' feature version 2013.10 was available for part
'xc3s500e'.
ERROR:Security:12 - No 'xc3s500e' feature version 2013.10 was available (-5),
so 'XPS_TDP' may not be used.
No such feature exists.

Does Webpack not support EDK on the Spartan 3E starter kit?
The webpage http://www.xilinx.com/products/boards-and-kits/HW-SPAR3E-SK-US-G.htm seems to show that EDK is supported:
"ISE® WebPACK™ software, ISE Foundation™ software evaluation, and the Embedded Development Kit (EDK)"

Hi,
With Webpack license, you can access XPS by targeting the following devices XC7Z010, XC7Z020 and XC7Z030 only.
Can you attach your xinfo and license file for investigation. You can generate xinfo from start --> All Programs --> Xilinx ISE Design Suite --> Accessories --> Xinfo System Checker.

Thanks for the super quick reply, I guess that is why it doesn't work with this Spartan 3E board but does with some 7020 boards I have.

Hi Andy,
Yes you are correct.You can access XPS with webpack license by targeting XC7Z010, XC7Z020 and XC7Z030 devices only.
You can cross-check it in your webpack licenses PACKAGE section.

Sorry if this is a stupid question but how would I go about creating PLB MicroBlaze peripherals with no access to XPS? Is there a way of doing this in PlanAhead or ISE?

Maybe the webpage at http://www.xilinx.com/products/boards-and-kits/HW-SPAR3E-SK-US-G.htm should be updated as it states that the EDK is supported via webpack on the Spartan 3e starter kit where this is obviously not the case. It would have saved me some money on a wasted board!

Hi Andy,
The link speaks about ISE 8.1i version of tools.
As per the link, you will get " ISE® WebPACK™ software, ISE Foundation™ software evaluation, and the Embedded Development Kit (EDK)" of 8.1i version.
Didnt you receive CD/DVD of the ISE version 8.1i with the kit?

Thanks for the reply.
No I did not get a CD/DVD with the kit.
It was ordered from farnell.co.uk on the 12th September, the box included the board, a PSU and a usb lead only.
If I install 8.1i will I be able to use the EDK then?
