For issues using LMTOOLs, please contact Flexera directly, as this is their tool and any support on this must come from them. Xilinx doesn't provide any support to any 3rd party tools.

If you need to start the floating license server, Xilinx recommend using the method described in the User Guide 973: https://www.xilinx.com/support/documentation/sw_manuals/xilinx2020_1/ug973-vivado-release-notes-install-license.pdf#page=23
