I am new to Xilinx Development environment.I am using Nexyx 4 development kit which is having Artix-7 FPGA. Can anybody tell me the link from i can get the reference design and video tutorials for dynamic partial reconfiguration for this FPGA.

only ISE/Vivado license needed.
Check the below table for type of installation you need for using partial configuration

You need separate purchased license for Partial Reconfiguration.

I have gone to the links provided to me in mine previous mails. But as i have already mentioned that i am new to Xilinx development environment so it is very difficult to understand the many terminology and s/w flow provided there. I am looking for an video tutorial/link/reference design ,in which from the scratch all the things of DPR has been discussed ,like how to create a Project with DPR functionlity to bit generation and configuring the FPGA . So that i can create the project by looking into that document and follow the steps on by one. Please suggest me , i am stuck since last one and half week.

But PR is an advanced topic within the Xilinx realm, and if you are new to FPGA design, it sounds as if a training course or two would be appropriate for you. I would suggest looking for a local authorized training partner and start with a basic Xilinx FPGA design course, then work your way up to more advanced topics.
