Boundary Scan with with io banks that are not powered

I have simple question: In case an io bank of a Kintex-7 is not powered (because it is not used at all), 
are the boundary scan registers in that bank still powered and usable? Or are the boundary scan registers powered by VCCO?

Peter,

 

Boundary scan chain is powered by VCCAUX not VCCO. You should be fine with not powering a unused IO bank. Recommend tying the VCCO pins to a reference plane of some sort to reduce risk of ESD issues.
