PCIe controller configured as root complex port

I'm looking for explanation about one of the scenarios about PCIe configurations and I can't find it.

From my understanding,
Let's say I configure PCIe controller as an endpoint port. So anything I connect to that PCIe port (say, GPU) will act as an endpoint peripheral. I think I understand this part.

The part which I can't understand, what would happen if I configured a PCIe controller as a root complex port and I connect a peripheral (say, the same GPU).
I understand that root complex connects CPU, memory and then switches and/or endpoints. But it's hard to understand what would happen if I would connect a peripheral to a PCIe port configured as a root complex.
