I did not find any exact source file directory for PCIe root complex design for ZC706 eval board with FMC card. The below is some related information. Please check whether it is useful for you
For 7-series FPGA family devices “PCIE Example Designs” concepts are described in the below IP document http://www.xilinx.com/support/documentation/ip_documentation/pcie_7x/v3_1/pg054-7series-pcie.pdf from page 263 onwards. Refer “Test Benches” topic from page301 onwards. Source code for the Root Port Model is included to provide the model for a starting point for your test bench. Refer this to understand concepts.
