What does "The peak-to-peak differential voltage is defined when TXPOSTCURSOR = 5'b00000 and TXPRECURSOR = 5'b00000" mean?

About the note "The peak-to-peak differential voltage is defined when TXPOSTCURSOR = 5'b00000 and TXPRECURSOR = 5'b00000"  in Table 3-35 of UG578,

What does it mean?

It means that the Vpp value in Table 3-35 is measured when set  TXPOSTCURSOR = 5'b00000 and TXPRECURSOR = 5'b00000?

If my guess is true, then how do I know the real Vpp value when I config GTY by using below setting? 

(TXPOSTCURSOR = 5'b01111 and TXPRECURSOR = 5'b00000 and TXDIFF = 5'b01000)
