how to interface an XCI?

The transceivers wizard generates an XCI, fine.

How do I use it if I can't drop it into a block diagram or create an HDL wrapper?

Note: so far I've been using the example design, the question has a wider scope.

Curiously, the example design has a wrapper around the XCI core, I wonder why it can't be auto-generated.

The XCI file cannot be used standalone.  You could generate and example design with everything in the core and then instantiate an instance in RTL but the XCI is not designed that way.  Integrating with the IPI flow is just beyond the scope of what the current GT wizard will do.  Unfortunately, you must generate your own wrapper to put the design into IPI.
