I used compile_simlib to get AXI VIP lib compiled successfully (and see synopsys_sim.setup is appended). Can I take the compiled xilinx VIP lib and re-compile and run with my UVM testbench using VCS outside vivado (i.e. without using launch_simulation)? Is there any doc on how to use xilinx VIPs without Vivado?

Launching the sim from Vivado just generates the various scripts if necessary and calls them in order. You can copy and modify the scripts to work in your environment or you can take the sections of the generated scripts and put them into your current process.
Usually the scripts go in something like <project_name>.sims/sim_1/behav/.
No there is no doc on how to do that, the possibilities are just too broad for Xilinx to document the process for you. If you look at source code for the example design they often have sections called to add user code, that might be a good place to start.

Just a follow up on the comments from @necare81, you can create the scripts yourself using the following tcl commands
When you run simulation from the GUI it calls launch_simulation command, so if you only want the scripts then use:
Or the preferred method that will create scripts for the different steps in the simulation is export_simulation, so:
export_simulation -simulator xsim -directory ./scripts
If you type export_simulation -help you will get more details and samples.
