Change VCCO voltage after power on about Spartan-3E FPGA

Hi,in my project the VCCO can be set to 3.3V or 2.5V. The selection is used with switch, so the VCCO can be changed after power on. If it occures, it will be OK?

The VCCO should generally change only during power up.

Yes,

 

But your IO's if configured for 3.3v will be slower and weaker at 2.5v, and if set for 2.5v will be all stronger and faster at 3.3v so signal integrity may be challenging to simulate and verify.  The encrypted hspce IO models may be used for this purpose however,
