Help with Spartan 3E

Hi, I need to do one job for the university but i am very rookie in FPGAs, Can you help me or give me some information about this??

 

 

 The job is:

 

"Power on / off all the LEDs at the same time: it should be configurable frequency on / off and number of LEDs activated. " 

 

Inputs: PS2 connector.
Outputs: LEDs.

You can create several counters for this, I think.

Guevera,

 

There are are few options.The Spartan-3 starter kit have a few demo projects that utilize microblaze to adjust DCM frequency.  From there you'd probably want to make a counter to slow the clock down and make the LED flashing visible.  Think Hz, not Mhz if you want visible toggling.  If your frequencies need to be power of 2 different, just making a FF based counter chain would work for your toggling LEDS.
