I'm trying to determine license options and costs for the DisplayPort subsystem IP. I've tried filling out and submitting the request via the "Contact Sales Representative" link that I'm taken to when I click on "Order IP", but I never receive an email back.

When did you send the request? I am not sure about what are the delay.
From what company are you usually buying Xilinx devices? You might want to contact them or any Authorized Distributor for your area.

@florentw, I submitted several requests starting months ago.
I'm not using a third party. I was using the "Order IP" link (big red button) from Xilinx's webpage for the DisplayPort Subsystem. (https://www.xilinx.com/products/intellectual-property/ef-di-displayport.html). Clicking this takes me to the ordering information page (https://www.xilinx.com/products/intellectual-property/ordering-information.html). Then I click on the "contact sales representative" link per the heading below...
Ordering Information
To purchase a LogiCORE IP core, contact your local Xilinx Sales Representative referencing the part number found on the product page.
...This link takes me to https://www.xilinx.com/about/contact/contact-sales.html where I fill out and submit the request for a license.
After that, I get no response.

What I was saying is that you can order the IP from an Authorized Provider.
I am not sure what is behind the form "contact your local Xilinx Sales Representative", but it might be that internally you will be redirected to an Authorized Distributor anyway.
So I would recommend contacting an Authorized Distributor

@florentw , I see. I didn't realize the quote would be coming from a third party. I received a quote from Avnet this morning. However, it only gave me one option for a site license only. Do you know if the site license is the only type available for the DP subsystem?

I do not know much about the licensing option. But the product page for the DP RX SS mentions only the site option:

I would say reply to AVNET and check if there are any possible other option. They might be able to check.
