For a Sensor which is MIPI CSI2 complaint, the total pixel area including blanking is 3200x2000 and the active area(Image data) is 1924x960. The sensor output is fed to a MIPI RX subsystem IP.
Will the blanking period(line blanking and frame blanking) on the AXI stream interface of the MIPI CSI2 RX Subsystem IP be exactly same as blanking period of the sensor output?

In AXI4-Stream interface, there is no real notion of blanking period. The pixels are transmitted when the source is ready to send them and the sink ready to accept them.
So no there are no guarantee that the blanking period will be present with the same "shape".

It depends on the clock you are using. But if the clock is fast enough (thus you do not get fifo overflow in the MIPI CSI2 RX IP) then all the pixel receive will be transmitted.
But there is also no real notion of frame rate. This is about pixel available/transmitted
