I programmed the Kintex FPGA within Vivado 2017 and got a blank screen in my Waveform HW_ila window.
This continue to occur even after I supply the LTX probe file to the FPGA. There seem to be no signal to add.
I check the supplied LTX file and that looks OK
This is the first time I use 4 different HW_ila because I have 4 different clock.
What am I missing?

Can you please check the following:
1. The clock connected to ILA should have the frequency atleast twice greater than the JTAG frequency.
2. The clock connected to ILA should have frequency atleast twice greater than the signal being probed.
Please try reducing the JTAG frequency and check if it helps. You may refer the below user guide page#35,36:
If the above does not help then can you please share the screenshot of the hardware manager window and the ltx file. Also, can you please let us know the frequencies that your using.

How do I determine the JTAG frequency?
Because I have this command within the constraint file
set_property BITSTREAM.CONFIG.EXTMASTERCCLK_EN div-1 [current_design]
and my external clock is 50 Mhz, then does 50 Mhz represent the JTAG frequency?
I think this is true if I boot from FLASH memory.
But what if I programmed it with a bit file then through JTAG then what would this frequency be?

You can determine the JTAG frequency from the hardware manager while opening and connecting to a hardware target.
Please refer the above mentioned UG908 page#24 to 28.

That menu shows up as you establish the connection, but If I have my connection to the FPGA already established then how would I determine my JTAG frequency.
