Please recommend some 1GSPS ADC , 2GB DDR3/4 RAM "low cost" board

Hi.

I looking for prototyping of some battery powered FPGA + ADC measurement board to measure voltages ( at least 1GSPS ADC and 2Gb RAM for storage).

The measured data will be stored to microSD or thransfered to PC via USB after measurements .

I've  found several different evaluation boards with Virtex 4/5  FPGA from TI and Analog devices. I've found also RF SOC board from Xilinx (this is overkill).

1. Can you recommend other evaluation board to start development ?

2. I've never used DDR3/4 memories with FPGA. Can I use  ISE WebPACK to create DDR3/DDR4 designs ? Do I need to purshase some DDR3/4 IPs ?
