ZC706 Configure VADJ to 1.8V Using TI Fusion Figital Power Designer

When I reconfigure the VADJ rail from default 2.5V to 1.8V, Vivado hardware manager is unable to connect to the board and the on-board fan covering the Zynq SoC stops running when I power on the board.

In the user manual page 82, it says the following:

"In this mode the user can control when to turn on VADJ and to which voltage level (1.8V, 2.5V , 3.3V)." This implies that it can be set to 1.8V, yet it causes the problems I mentioned above.

What is the correct process in reconfiguring VADJ from the default 2.5V to another voltage?
